Can someone tell me is this patch (IncFlex) for CX70 sw56??? 
And if it is then how to make langpack for my language and where can i get taht patch (IncFlex)?

I don´t know anything about that. IMHO it isn´t exist.
But you can try to chcek some russian forums.
